Just list the game you need friends for in a reply, and if someone else plays the same game, they can add you as a friend for that game, even if you don't have them as a neighbor for Pet City.
I can't vouch for EVERYONE here, but a bunch of members on this site are reliable and very active.
My sister game me this idea when she mentioned she needs more people for The Sims Freeplay on Facebook, but is apprehensive about looking for random sites to add random people. She's got a point. Some people out there aren't very nice and/or active.
